Initial Registration platform launched by the Dubai Land Department

The Dubai Land Department has launched an AI-powered platform automating property registration.

The Dubai Land Department (DLD) has launched the Initial Registration platform – which creates a single digital system through AI – project registration, real estate transaction registration, and escrow account management.

AI will read documents including Emirates IDs, passports and sales contracts. It pulls relevant information and populates application fields, negating repetitive data entry and document submissions. In some cases, registrations can also be processed and approved automatically upon submission.

The system guides developers through the channels by using a series of questions. If there is any missing information, users can add it without restarting or resubmitting the application. The platform also has a Project 360 feature which gives developers a consolidated view of their projects and real estate portfolios.

The AI platform will bring together information comprising unit status, escrow accounts, financial data, and project records. To flag potential challenges and enable earlier intervention there are early warning indicators.

Developers can use a single account to manage various companies and projects, with defined permissions allowing separate roles for submitting and reviewing transactions.

Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency (RERA) at DLD, added the launch represents an investment in the sector’s efficiency as it moves into its next phase of growth.

The DLD mentions integrating AI with government and private-sector stakeholders is set to improve the ease of doing business, transparency and governance, while enhancing investor confidence and Dubai’s competitiveness. The launch arrives as Dubai accelerates embedding AI into government operations.

The AI platform launch aligns with a government framework confirmed by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, which sets out to have 50% of UAE government sectors, services, and operations operating through autonomous, self-executing AI models (agentic AI) within two years.

For Dubai, the Initial Registration platform is positioned as part of the digital infrastructure needed to facilitate that transition. The initiative also supports the Dubai Real Estate Strategy 2033 and Dubai Economic Agenda D33.
